Washington County Republican Social Club
Meeting Minutes – May 22, 2025
Williamsport American Legion – 6:45 PM

The meeting was called to order at 6:45 PM by Club President, Matt Breeding.

  • The opening prayer was led by Mr. Charles Burkett, Washington County Board of Education member.
  • The Pledge of Allegiance was led by Mrs. Beth Harvey, Chair of the Washington County Republican Central
    Committee.
  • Treasurer Mr. John McElroy confirmed a quorum was present with 33 members in good standing signed in.
  • All elected officials and distinguished guests were recognized and thanked for attending.

Approval of Minutes
The Secretary’s minutes from the previous meeting were approved by unanimous consent. Members were
reminded that minutes are posted on the Club’s website for review.

Treasurer’s Report
The Treasurer’s Report was presented by Mr. John McElroy. A motion to approve the report was made by Mr.
Mike Barnes, member of the Republican Central Committee. The motion was seconded and carried without
objection.

Club Announcements

  • President Breeding reminded members to continue selling Spring Gun Raffle tickets. He projected a profit of
    nearly $9,000. The drawing will take place at the first meeting following the sale of the final ticket.
  • He also announced the delivery of the Club’s new trailer, which is currently being used as a donation
    collection center for victims of recent flooding in Allegany County.
  • President Breeding introduced Mr. Chris Burnett, an attorney who reviewed the Club’s bylaws and provided
    recommended changes. The proposed bylaw changes were emailed to the members on Wednesday, May 21,
    2025.
  • At 6:45 PM, President Breeding introduced Mrs. Beth Harvey, Chair of the Republican Central Committee.
    She shared a summary of the recent Maryland GOP Convention in Cambridge and outlined upcoming events
    for 2025 and the 2026 election cycle.

Audit Report

Mr. Mike Barnes, Club member and 1st Vice Chair of the Central Committee, delivered a report on the
completed audit of Club accounts. He confirmed that records were accurate and found no deficiencies. There
are two outstanding donations from Mr. John Barr:

  • $500 sponsorship from the PAC’s Eisenhower Day Dinner
  • $250 VIP ticket for the Republican Unity Dinner featuring Congressman Louie Gohmert

Legislative Update: “Annapolis Report”
The meeting transitioned to an “Annapolis Report” from the Republican members of the Washington County
Delegation to the Maryland General Assembly. The legislative review concluded at 8:10 PM following a
question-and-answer session.

Additional Remarks

  • President Breeding discussed plans for the Club’s trailer to be used at future events and outreach activities.
  • He announced that Mr. Chris Burnett would be running for Congress and noted that Mr. Burnett and his family
    are seeking to relocate to Washington County.
  • President Breeding emphasized a goal to double Club membership to increase engagement and activation.

Adjournment
The Social Club meeting was adjourned by President Breeding at 8:25

Immediately following, President Breeding convened the PAC meeting. As there was no new business, Mr.
Ethan Loene motioned to adjourn. The motion was unanimously approved at 8:30 PM.

Next Meeting
The next Club meeting will be held on Thursday, June 26, 2025, at 6:30 PM at the Williamsport American
Legion. Everyone was reminded to bring their issued club membership cards as they will be voting on the
bylaw changes.
